World AIDS Day!

According to the state department of health, Illinois ranks seventh in the nation in the number of HIV/AIDS cases.  The Illinois Department of Health is hosting several events Thursday to mark World AIDS Day.  Click here to Download List of events.

Get Free Condoms

By taking a simple step, like wearing a condom you can protect yourself and others from HIV and other sexually transmitted infections.
The Chicago Department of Public Health (CDPH) makes condoms available, accessible, and free by reaching underserved communities with the highest rates of STI/HIV/AIDS and other health disparities.
The Chicago Community Condom Project works with city clinics, community organizations and local businesses to make condoms widely available to the public to help stop HIV and other sexually transmitted infections.
Click here for a list of locations offering free condoms

About the Chicago Community Condom Project

Since the 80’s CDPH has made condoms available to the public.
Today, CDPH is reaching 10 million condoms distributed each year through city clinics, community based organizations, community health centers, local businesses such as night-clubs, barber shops and churches.
The project is aligned with the National HIV/AIDS Strategy, the U.S Department of Human Services, and Centers for Disease Control and Prevention’s Enhanced Comprehensive HIV Prevention, and the Healthy Chicago Plan.
The project is also part of the National Female Condom Coalition and partners with the Chicago Female Condom Campaign to increase access and availability to Female Condoms.
Join the campaign!
If your organization is interested in offering free condoms, you can become a distribution partner so long you meet the criteria.  Find out more about becoming a distribution site for free condoms.

Get Tested or Treatment for HIV and other Sexually Transmitted Infections (STI)
Get tested or treated at a clinic that diagnoses and treats HIV and STI’s.  You can also connect with information about condom use and other prevention methods.  All services are free and provided on a first-come, first-serve basis.

From the Mayor's Office: Amendments to 2012 Budget Proposal

Mayor's Press Office    312.744.3334
Mayor Rahm Emanuel announced today that he has reached an agreement with City Council members on several items in the proposed 2012 budget and will submit formal amendments to his budget plan on Monday.
“We have held to our principles, followed through on the tough choices and that’s a win for Chicagoans and their future,” said Mayor Emanuel.
Mayor Emanuel was joined at the announcement by Ald. Carrie Austin (34th), Chairman of the Committee on Budget and Government Operations, Vice-Chairman Brendan Reilly (42nd) and Budget Director Alex Holt.
“This process is about working together to reach a balanced budget plan that will provide the people of Chicago with quality services, while keeping those services affordable to taxpayers,” said Alderman Austin. “These amendments will help accomplish that goal.”
The amendments to the mayor’s budget plan will include the following:
Libraries
  • Restoring $3.3 million to the library budget to allow for a full six-day-a-week schedule when school is out, during the summer months and over holiday breaks, providing children with more library access when they are away from school.
  • The reduced schedule on Monday and Friday mornings will resume during the school year with agreement from the unions.   The move will restore more than 100 of the planned library layoffs.
City Vehicle Sticker
  • Maintaining the weight threshold for heavier passenger vehicles at 4,500 lbs.
  • Increasing the tier for lighter vehicles by $10 (from $75 to $85) and the heavier tier by $15 (from $120 to $135).
  • The planned increases for truck stickers will remain as proposed. Stickers for motorcycles will remain at their current rates. Discounted sticker fees for seniors will also remain at current rates. Several groups, including veterans, the disabled, and government entities will continue to receive sticker fee waivers.
  • The amendments to sticker fees will be revenue-neutral to the original proposal.
  • Increasing fines (from $120 to $200) for sticker scofflaws and late fees (from $40 to $60).
Fee waivers
  • Extending a discount on fees for water services to all non-profit organizations with less than $250 million in assets.
  • The three-year phased-in discount will be 60% in 2012, 40% in 2013 and 20% in 2014 and beyond.
  • The amendments will result in approximately $12 million in lost revenue for the water and sewer funds over the next three years, which will be absorbed by the fee increases scheduled to begin next year.
Streets and Sanitation
  • Restoring $1 million worth of lot cleaning, weed cutting and graffiti removal services.
The changes in the budget proposal will be cost neutral in that the additional $4.3 million in corporate fund expenses will be offset by the additional revenue from increasing the fines and enforcement for vehicle sticker scofflaws.
Mayor Emanuel announced his budget plan last month that included $417 million worth of expense reductions to help close a $635 million gap between expected revenues and expenses next year.

RFP's for Youth Ready Chicago Program Hubs

The Department of Family and Support Services (DFSS) is excited to announce the release of our Request for Proposals (RFP) for Youth Ready Chicago program hubs, a 2011 youth, wage- subsidized summer jobs program for youth 16 – 24.

Mayor Richard M. Daley has committed $1.4 million in parking meter infrastructure funds to support a subsidized summer jobs program by increasing the number of city-supported employment opportunities for Chicago youth.

Through this RFP, the program anticipates engaging approximately 600 Chicago youth between the ages of 16 and 24 in paid work experiences and career readiness skills. Programs can operate during a 6-10 week period between June 1 and December 31.

DFSS is seeking proposals from organizations with the qualifications and experience to rapidly implement the program during the summer of 2011. Respondents to the RFP should be capable of providing the following services: youth worker recruitment, program eligibility for youth participants, job/worksite development, job matching, youth training, adult supervision, data collection, payroll system administration (including the fiscal capacity to generate and distribute checks to all youth associated with the hub), worksite monitoring and overall program administration.

DFSS anticipates funding six to ten contracts for worksite hubs. Contract sizes are estimated to range between $210,000 - $400,000.

The RFP is available for download at our website at http://www.cityofchicago.org/city/en/depts/fss.html. If you have any program-related questions about the RFP, please contact Mary Ellen Messner, 312-746-7447 or mmessner@cityofchicago.org. For all technical questions relating to the execution of the proposal, please contact Julia Talbot, 312-743-1679 or jtalbot@cityofchicago.org.
